The OMB Uniform Guidance is the common set of rules governing most federal grantmaking to charitable nonprofits, state, local, and Tribal governments, and others.

Why It Matters

On May 29, 2026, OMB proposed sweeping changes to overhaul the Uniform Guidance. If implemented the proposal would create significant risk and instability for federal grantees, including nonprofits, making it more difficult to provide vital services to communities.

Where We Stand

Nonprofits across Washington may be affected differently depending on their programs, funding sources, and relationships with federal, state, and local government. Organizations receiving federal funding directly, as well as those receiving federal funds through state and local agencies or other pass-through entities, are assessing what the proposed changes could mean for their funding, programs, compliance obligations, and communities.

After receiving an update from our federal partner, this convening is designed as a space for Washington nonprofit leaders to talk candidly with one another about what these changes could mean for their organizations, funding, programs, and communities. Join us for a candid conversation with nonprofit leaders about the latest developments, what organizations are seeing and preparing for, the questions and concerns emerging across the sector, and how nonprofits can navigate what comes next.

Christine Tang
Executive Director at EarthCorps

Christine (she/her) brings a lifelong dedication to equity, belonging, and environmental care to her role as Executive Director at EarthCorps. Her cross-cultural background and global perspective shape a leadership style rooted in community, accountability, and lasting systems change.

 

Over the past two decades, Christine has worked across sectors to advance environmental quality, sustainability and inclusion: from leading local government climate and resource initiatives to strengthening organizational cultures that serve historically excluded communities. Prior to joining EarthCorps, she served as Executive Director of Families of Color Seattle, where she expanded programs that supported thousands of families and helped shift regional conversations around systems change for equitable access.

 

At EarthCorps, Christine is focused on listening deeply, rebuilding relationships, and strengthening the foundation needed for long-term impact. She is committed to nurturing a new generation of environmental leaders who are skilled in ecosystem science and implementation, and reflective of the cultural and racial diversity of the communities most affected. This includes stewarding work like EarthCorps’ tree replanting efforts, which not only restore native habitats but also contribute to long-term carbon sequestration and our region’s climate resilience.

 

Outside of work, you can find her dancing, hiking, playing pickleball, or soaking up the sun at parks, beaches, and concerts with her kids.

Tiffany Gourley
Public Policy Director and Counsel at the National Council of Nonprofits

Tiffany Gourley Carter is the Public Policy Director and Counsel at the National Council of Nonprofits and works to advance the public policy priorities for the nation’s largest network of nonprofits. She is a national thought leader on issues impacting nonprofit advocacy, policy, and sector sustainability. Working in all three levels of government and all three branches of government, she tracks and spots trends of policy threats and opportunities for nonprofits. Tiffany covers a broad range of issue areas, including taxation, budget and spending, employment, government grants and contracts, advocacy rights, and regulations.

 

Prior to joining the Council of Nonprofits in 2016, Tiffany worked with a state association of nonprofits at the Hawai`i Alliance of Nonprofit Organizations, nonprofit law enforcement at the Hawai`i Office of the Attorney General, and policymaking in the Hawai`i State Legislature as a Legislative Attorney. A native of small-town Western Pennsylvania, she earned her B.A., magna cum laude, from the University of Colorado and her law degree at the University of Hawai`i, receiving the CALI Award for Excellence in Nonprofit Organizations. She is a member of the U.S. Supreme Court Bar.

 

In her free time, Tiffany loves surfing, skiing, traveling the world, and chasing after adventure. She serves on the Leadership Council of Nonprofit Vote and the Board of Directors of Impact Fund.
